Board backs project

The Weirton Redevelopment Authority approved a request for $10,000 to support the Main Street Project in Weirton, pending the approval of the U.S. Department of Housing and Urban Development.
City Manager Gary DuFour stated he was making the request on behalf of Mayor Mark Harris who, at the time of Tuesday's meeting, was on Main Street continuing to paint buildings as part of the project. He stated the request was for $10,000 of the Community Development Block Grant funds from the $75,000 still remaining of the $100,000 originally allocated to the Redevelopment Authority.
DuFour said the $10,000 would assist in the cost of paint for the 3000 block of Main Street. He stated the reasoning behind moving to the 3000 block for painting and requesting the money to do so comes from the fact some of the buildings are vacant.
"The project is taking contributions, getting volunteers, permission from property owners and paying a minimal amount in labor costs is at the heart of the project," said DuFour.
CDBG Administrator Beth Gaughan stated because of the nature of the project it may be hard to convince HUD that this is a HUD project. She said that it may be eligible and she will hold discussions this week to determine whether or not the funds can be expended as such.
"It can be approved so long as it meets eligibility requirements," stated Gaughan who also stated the board could approve the expenditure of the funds pending approval.
Chairman Mark Zatezalo said he believes this project is very positive.
"When positive things happen, you need to support that," he said. "Something has to be started somewhere."
The Redevelopment Authority approved releasing the $10,000 pending approval by HUD.
