9 p.m. Solid Waste Authority formally hires coordinator

WINTERSVILLE -- The Jefferson-Belmont Regional Solid Waste Authority officially hire Jack Cera as its new coordinator Monday. Cera had actually started his new job on Nov. 1 but the board of trustees approved his three year contract during the regular monthly meeting. The board also approved a new three year contract for the Authority's Fiscal Officer Dave Hays and announced plans to review an employee wage schedule for 2010. Board member Bruce Williams asked for the trustees to meet with Cera in the near future to, "identify your role with the Authority in the future." "We made a pledge to ourselves shortly after we employed you to set goals for you. We have great expectations of you. Maybe the board can sit down at the beginning of the new year on what we expect you to focus on and what this organization can morph into," declared Williams. Cera said he welcomed the goal setting session. "It has been an interesting first week on the job. I plan on going out soon with the recycling truck drivers so I can learn all of the jobs in the Authority. I have found you have excellent employees working for the Authority in both counties," said Cera. Williams also submitted his resignation to the board citing his plans to retire as the city manager of Steubenville and noted Mayor Domenick Mucci will probably serve as interim city manager and as the city's representative on the board until a new manager is selected. In other business the board voted unanimously to pay Authority Chairman Tom Bottorf a $7,500 bonus for his work as interim director of the organization. "You were the glue that held us together during the absence of a director and we respect you," Williams told Bottorf. The Authority's trustees will meet at 5 p.m. on Dec. 10 at Undo's Restaurant in St. Clairsville.
