STEUBENVILLE - Safety and security for people attending the third-annual Stars and Stripes Concert and Festival Sunday remain the high priority for organizers of the event as well as local law enforcement officials.
Steubenville Police Capt. John Young will lead a six-man contingent into Harding Stadium at 4:30 p.m. Sunday one hour before the concert starts on the field stage.
"We will be in the stadium the entire evening to make sure everyone is having fun. We have never had a problem during the past two Stars and Stripes Concerts and Festivals and we anticipate a friendly crowd filled with people who want to relax and enjoy the music. We want everyone to have fun that evening," Young said.
"We are there to ensure the peaceful feeling is everywhere during the concert. After the last performance is finished and the fireworks show on the hillside is concluded, we will help make sure everyone safely exits the stadium," Young said.
"The afternoon shift of police officers will be handling the traffic leaving the stadium area that night. And, again, we haven't had any problems in the past and expect a good crowd Sunday evening.
In addition to the six city police officers in the stadium, 20 Jefferson Security officers will be working throughout the area Sunday night.
Bob Herceg, manager of Jefferson Security, said two security officers will be assigned to the beer corral in the Hollywood City Center parking lot Sunday afternoon.
"We will have one or two officers at the family fun zone at the Harding practice field area. The remainder of our security officers will be at Harding Stadium for the concert. We will have two gates open that evening and will be at the gates taking tickets. And anyone who purchased a field seat for the concert will receive a wrist band to allow them access to the field. Without the proper wrist band you will not be allowed on the field," said Herceg.
"We also want a happy and comfortable concert. We try not to make too many rules for this event and I stress to my officers to use common sense. We cannot allow any outside food or drinks inside the stadium," noted Herceg.
"We really want to see a good crowd who enjoys the show and goes home after the fireworks happy that they came to Harding Stadium," he stated.
The free family fun zone will be open at noon at the Harding practice field area.
Gates to the stadium will open at 4:30 p.m., with the Joseph Sisters of Wheeling taking the stage at 5:30 p.m. They will be followed by the Todd Jones Band at 6:45 p.m. and headliner Phil Vassar at 8:30 p.m.
The concert will be followed by Steu-benville's annual fireworks display at approximately 10 p.m.
Advance tickets for the 2013 Stars and Stripes Concert and Festival will be available through Saturday at Kwik King stores in Steubenville, Wintersville, Toronto, Follansbee and Weirton. Tickets also are available at Peoples National Bank branches in Adena, Dillonvale and Mount Pleasant; the customer service center at the Fort Steuben Mall; the visitors center at Historic Fort Steuben; at the chamber office at 630 Market St., Steubenville; or online at jeffersoncountychamber.com.

"We will be accepting credit cards and debit cards at the ticket windows at Harding Stadium on Sunday," said Chamber President Sue Hershey.
The concert will go on rain or shine, Hershey said.
